California State Laws & Regulations

In 2016, California passed Proposition 64 which legalized adult-use cannabis in the state.  Implementation and enforcement of the law is accomplished through the work of three separate state agencies. 

  • The Bureau of Cannabis Control is tasked with regulating commercial cannabis licenses for retailers, distributors, microbusinesses, testing laboratories, and temporary cannabis events.

We collaboratively develop and test models of optimal cannabis policy (retail practices, marketing & taxation) with the goal of reducing harms, youth use & problem use. These models are based on the best scientific evidence and guided by the principles of public health, social justice, and equity.
